We have been in constant contact with NZTA and the Ministry of Transport regarding the ability to obtain a CoF during the upcoming lockdown for essential services In Transport and Logistics - says the NRC

We can now confirm that the Minister of Transport has informed vehicle testing stations must provide this essential support to these transport companies still operating. VINZ have announced that they have been granted NZTA approval to offer limited services to Essential service vehicles and vehicles of Essential service workers. Both VINZ and VTNZ will be working together to provide these services, subject to availability. Along with mechanical workshops, dealer servicing and tyre services they must only be for the support of essential services. They cannot conduct business as usual outside of this mandate.
Although there has been no official announcement, through constant communications with MoT and NZTA, we are currently of the understanding that the following sectors of the transport industry are classed as non-essential:
Furniture Moving (commercial and residential)
Bulk Aggregates
Building supplies if not related to essential services and critical infrastructure
Business to business non-essential general cartage

MoT has also stated the following: We are still refining the list of non-essential freight. Our advice at the present time is: The only non-essential freight movements while at Alert Level 4 should be those that contribute to ensuring the supply and flow of essential goods and services and the avoidance of any blockages for those flows. We understand MBIE are also working on the definition of essential goods and a list of goods to help with interpretation.
